Florida draws its trailer line at weight: lightweight utility trailers (under 2,000 lbs empty weight) are registered but not titled, while trailers at 2,000 lbs or more get Florida titles like any vehicle. That line decides your paperwork. For a non-titled trailer, the bill of sale is the ownership record — it’s what the county tax collector uses to register the trailer to the buyer. For a titled trailer, the title is signed over and the bill of sale documents the price for sales tax.
